Okay, I just got informed of something.
"The Smooch" is NOT on the DVD. "Power Play" and "All The Way to the Top" are, but "The Smooch" isn't. Because the episode had a real song in it, I'm assuming that there were issues clearing the rights. But IT'S THE COMPLETE SERIES. COMPLETE MEANS EVERY EPISODE. And it's such a cute episode, too!
But just a reminder- this is the ONLY episode that isn't on the set. Every other episode of the series (minus the two Oh Yeah! shorts that didn't get repackaged) is on the set. Usually I'd feel ripped off at this, but since it's only one episode, I'm getting it anyway.
If rights weren't an issue, it could be that Amazon effed up. It would probably be a good idea to inform Amazon about the issue.

I am interested in seeing the episodes that came with School Of Destruction. I don't have those; they were cut off. Maybe this DVD will actually have those episodes.

I doubt it. I can't think of why that would make it be left off, especially since the episode was being aired a lot in the past. I think it's more likely the song like Cutie mentioned.

I'm not entirely sure if it's the song, personally. If that's the case, why not just cut it out or mute it or something? Okay it probably would be weird to mute a part of the episode. XD

^ I guess it's because the song was a prominent part of the episode and thus they couldn't edit it out. It's not as easy as it seems.
For example, all the background music on Daria is made up of real songs. Because the airing rights for the songs were different from the video rights, the songs were replaced with sound-alikes when the show got released on video in the late '90s. The music was a huge reason why the DVDs weren't released until 2010- and just about every song was replaced (though I did hear a few that remained in the soundtrack). Some of them didn't matter too much, but it did ruin a joke where "Everybody Hurts" by R.E.M. is playing in the background in one scene of "Road Worrier", and the characters are re-enacting the music video. This prompts Trent to say "Hey, this is like that R.E.M. video, except we can't read our thoughts", followed by Daria looking forward with "Thank god" written at the bottom of the screen.
But this case is different, since the song is actually being sung in the show. Muting would just be awkward (my DVDs of Kodocha have the muting issue due to Funimation not getting the rights to the original opening, so the scenes where it plays were muted in the subbed version and replaced with the second opening in the dub), and it's too late to record a new song. Amazon's Rugrats DVDs have the same issue- the song "Vacation" by The Go-Go's is featured twice in the special "Vacation" (which was released direct-to-video in 1997)- the song is played at the beginning of the special, and then Angelica performs her own spin on the song towards the end. So because of that, "Vacation" is missing from the DVD (however the "Decade in Diapers" DVD and VHS include it. It's out of print now, but I've seen it in Walmart sometimes).
The episode DID remain in the rerun rotation until 2013 (when Nicktoons pulled the show), so the airing rights must be different. The iTunes release was actually worse: while "Power Play" and "All the Way to the Top" are on the DVD, iTunes excluded them altogether.
As for me, I would've preferred if Nick waited to clear the rights before releasing the show, but it IS Nickelodeon we're talking about. If this show was gee, I don't know, SpongeBob, they would've done it in a heartbeat.

Alright, I got the DVD set for Christmas, so I think I might give a little review on it.
Cover/disc art: Nothing special, just the show's logo with Rudy coming out of the "o" in "Zone" against a black background with some dark gray sparkles on it (as well as the current Nick logo at the top). The back has a brief summary of the show with another picture of Rudy next to it, parts of the summary referencing a few episodes (but I'm not sure which one the "musical adventure" was...the closest thing I can think of is "The Smooch" which wasn't even ON the set. It could be another episode...but this was a really musical series so who knows which one?). It looks very nice and put-together. I guess the only thing bad is for something related to what I would've wanted- I go to RI Comic Con every year to meet the voice actors there, and the fact that the background is black would make it too difficult to get it autographed from any of the show's cast members if they ever attend (well, good thing I have some DVDs from their other shows for that...The Powerpuff Girls, Rugrats, Foster's Home for Imaginary Friends, Animaniacs, etc.).
The disc art have black and white backgrounds with the show's logo, a picture of either Rudy, Penny, or Snap, and the disc number. Each disc contains a year on it, thus showing which season's episodes will be on the discs- they are NOT separated by season, so for easy reference... - Disc 1 - All of season one and the beginning of season two
- Disc 2 - The rest of season two and the beginning of season three
- Disc 3 - Most of season three
- Disc 4 - The rest of season three and the beginning of season four
- Disc 5 - The rest of season four
Menus: Again, nothing special. The main menu is a still picture of the cover with the options to chose an episode or watch them all on the side with no music or animations. The "episodes" menu is just a black-and-white background with the episode titles and their screenshots. This is a burn-on-demand title so don't expect ANYTHING flashy.
Episodes: "The Smooch" aside, all of the episodes and music videos are here mostly without any alterations to the episodes themselves. Please note that this set doesn't include any of the original Oh Yeah! Cartoons shorts on their own (such as "ChalkZone" and "The Amazin' River" separately from "Rudy's First Adventure" and "French Fry Falls"), so don't expect "Chalk Rain" or "Chalk Dad" on the set ("Chalk Rain" IS on YouTube, though. "Chalk Dad" remains lost)
The only episode that was altered was the music video "Comin' To Life"- the audio is still sped-up like it was in the reruns on Nicktoons. Apparently, the version with the original speed hasn't aired since 2002.
It should be noted that the episodes are presented in production order, not the order they originally aired on Nick back when they premiered. While most of them are in the order they premiered, Nick aired almost all of season one out of order. While "French Fry Falls/Gift Adrift/Escucha Mi Corazon" was the second episode to air in 2002 (and was actually the second episode to be finished), "Snapmobile/Rudy's Date/Future Zone/Mumbo Jumbo Jump" was the second one in production order. Also, "The Wiggies/Rapunzel/Hair to Stay/Comin' to Life" was the last episode to air during season one, "The Skrawl/Pie Day/Secret Passages/We're In The Zone" was the last one in production order (note that "The Skrawl" is full of references to previous episodes). For the rest of the show, the episodes were aired in order until the end of the third season. "Purple Haze/No Place Like Home/Disaster Park/I Need a Song" is listed as the first episode of the fourth season. It was actually the second-to-last episode of the third season (hence why the episode has the older art style unlike the rest of season four); Nickelodeon just wanted "When Santas Collide" to air first in order to get it out in time for Christmas. The Big Blow Up is listed after "When Santas Collide"- I don't think it was put there because that's where it was in production order; I think they just wanted to put it at the end of the season on the DVDs because it was a TV movie.
Now, for...whatever reason, a little animation of the Nickelodeon logo (that ugly new one they have now, not the memorable splat logo from 1985-2009 that was in use when CZ was airing) plays with the Nick jingle (the 2009-on version) playing in the background plays at the beginning of every episode on the set (kind of like how the Muppet Studios logo plays at the beginning of every episode on the DVD set of The Muppet Show: The Complete First Season). I also got Doug: The Complete Nickelodeon Series for Christmas (another MOD title), and the same thing was on that set. I don't know why they chose to do this.
Video: The picture is REALLY clear. While (most of) the episodes available for download online were clear enough (save for "Pop Goes the Balloon/Snap Builds His Dream House/Fireplug Ballet/There You Are" which was ripped from a VHS recording from 2003), some of them (especially the ones from season four) didn't have the greatest video quality (nothing terrible, though). The picture quality is just really, really nice on this one...so nice that when I put disc one in yesterday and re-watched the first episode, it felt like I was watching it for the first time back in 2002 again, just without the on-screen clutter, the endless commercial breaks for Jell-O sticks, Gatorade, and the Hey Arnold! movie (the fact that I can REMEMBER most of the commercials that aired during season one is just depressing), and with a much better TV than the one we had during season one.
Audio: Stereo. Not mastered too loud or too quiet; it's perfect.
Any problems?: Besides missing "The Smooch", and being an MOD title so that means no bonus features, I have no complaints. While I heard horror stories of some of the MOD discs being defective (and the Rocko's Modern Life MOD I had before I got all the Shout! Factory season sets was a huge pain in the ass and wouldn't play on one of our DVD players), I heard that they're better now.
Is it worth it?: Yes!

Wow, that's awesome. I definitely want to get this sometime. Still sad about The Smooch and lack of bonus features but it sounds really worth it! I want to finally see Pop Goes the Balloon in high quality again!

I want to finally see Pop Goes the Balloon in high quality again! It really is worth it. Plus, it's only $19.99 (actually, I think it's down to $17 now) for 40 (well, 39 1/2, actually) episodes. Which is a steal compared to how I had to pay $20 for twenty-something episodes of Hey Arnold! on the S1 set.
